Resident Registration: Moving In and Moving Out Procedures

One of the most essential procedures when moving is updating your resident registration through a moving-in (転入届) or moving-out (転出届) notification. Be sure to complete these within the legally designated timeframe.

Moving-In Notification (転入届)

If you are moving into Suginami Ward from another municipality, you must submit a Moving-In Notification (転入届) within 14 days after you begin residing at your new address.

Moving-Out Notification (転出届)

If you are moving out of Suginami Ward to another municipality, you must submit a Moving-Out Notification (転出届) within 14 days before or after your move.

You can submit the notification in person at the ward office, online via your My Number Card or by postal mail.
 

In Suginami Ward, you can complete these procedures at the Resident Affairs Section (Kumin-ka) of the Suginami Ward Office, or at any of the local Resident Offices (Kumin Jimusho).

Please note that the ward office is usually very crowded between March and May, especially around Golden Week. To avoid long wait times, we recommend using your nearest Resident Office.
 

Depending on your personal or family situation, you may need to complete other administrative procedures in addition to your resident registration. 

Change of Address for Personal Seal Registration (Inkan)

If you had a personal seal registered at your previous municipality, you must first cancel the seal registration before moving. After relocating to Suginami, you can register a new seal by visiting the Resident Affairs Section or Resident Office with your new seal and a valid photo ID.

My Number Card Address Update

If you own a My Number Card, you must update your address within 14 days of moving. Submit the card together with your Moving-In Notification at the ward office counter.
 

Change of Address for National Health Insurance

If you are self-employed, freelance, or otherwise enrolled in National Health Insurance, you will need to update your address.

First, notify your previous municipality to cancel your National Health Insurance enrollment.

Then, when submitting your Moving-In Notification at the Suginami Ward Office, apply for new enrollment in the ward.

This must be completed within 14 days of your move.
